Once you get into the lobby, take the short escalator to the 2nd floor, where you'll find an elevator. While the food might be priced right (everything is less than $20), drinks, on the other hand, are quite pricey. This WAS the place to have a party in downtown LA. We usually come here in groups and haven't had an issue finding seats. Beautiful views, of course, of downtown LA and there's plenty of seating. The Rooftop is strictly 21+ for visitors. I loved how the location is outdoors and there are heaters everywhere. People come for the pool area or to lounge. The view was super pretty and you can see the mountains in the background. The rooftop is at the tipety top of The Standard hotel and there is a bar, many seating areas, waterbeds, and a pool!
